On 14 November 2019, Solidarna – Foundation for Human Rights and Solidarity announced a call for applications for small financial grants “Student actions against climate change” in the total value of HRK 80,000.00. The purpose of the call was to support schools, student homes, and school clubs in more powerful public activities during the Croatian Presidency of the Council of the EU from 1 January to 30 June 2020 regarding the challenge of climate change as one of the burning global issues and priorities of the Croatian Presidency, both from the perspective of the Government of the Republic of Croatia and the perspective of civil society.
On 24 January 2019, the Foundation Board of the SOLIDARNA Foundation made a unanimous decision to accept the proposal for the award of small financial grants of the Evaluation Committee of the call “Student actions against climate change” and instructed the Secretary of the Foundation Ivan Blažević to carry out the procedure of contracting small financial grants for the implementation of projects with the selected institutions that applied until 3 February 2020, in accordance with the PRAG 2016 procedure and funding terms proposed by the Evaluation Committee regarding modifications in the action plan and budget of each project.
The call was open from 14 November 2019 to 11.59 p.m. on 21 December 2019. In the period from the beginning of the call on 14 November 2019 until the end of the call, a total of 52 applications were received and an administrative check on 7 January 2020 established that 51 applications met the criteria, while 1 application was invalid. The total amount requested in all categories was HRK 457,845.86 and is 5.7 times higher than the total value of the programme component of small financial grants within the announced call.
The Evaluation Committee consisting of 6 members (4 independent evaluators with voting rights, Petra Mađerčić presiding on behalf of the SOLIDARNA Foundation, and Zrnka Kušen, representative of CROSOL – both without the voting right) conducted an evaluation procedure from 10 to 23 January 2020, when it made the Proposal for granting 10 small grants in the total value of HRK 80,000, which also contains the proposal for the amount of approved grants with specified financing conditions related to modifications in the scope and plan of activities and project budget, as stated in the Evaluation Report. The back-up list of applications includes 3 applications in the total value of HRK 25,441.86, which are proposed for funding in case one of the selected applicants withdraws.
All applicants will receive an individualised notice about the results of the call, containing the possibility of additional clarifications on request by contacting the SOLIDARNA Foundation.
All applicants who have been approved grants are required to confirm whether they are willing to accept the grant in the approved amount and under the defined funding conditions by Wednesday, by the end of the working day on 29 January. In case of withdrawal by any of the organisations, the grant will be offered to the organisations on the back-up list according to the established schedule.
In the period from 27 January to 3 February 2020, the SOLIDARNA Foundation, in its role of the contracting authority, will conduct the procedure of contracting small grants, in which applicants are expected to be available and actively participate in the preparation of the final versions of their project applications and budgets as the basis for signing contracts.
