The Impact4Values 2.0 project brings a new dimension to strengthening communities and civil society organizations in Slovenia and Croatia. Building on the experience and success of the previous program, this project continues to develop the well-recognized I4V brand, led once again by the Slovenian-Croatian consortium composed of the Center for Information, Cooperation and Development of NGOs – CNVOS, Slagalica – Foundation for Local Community Development, and Solidarna – Foundation for Human Rights and Solidarity.
Impact4values is implemented within the framework of the EU program Citizens, Equality, Rights, Values (CERV). CERV is a European program worth around 1.55 billion euros, with which the European Commission wants to protect and promote the rights and values contained in the EU Treaties and the Charter of Fundamental Rights. The program covers the areas of the previous programs Europe for Citizens, Rights, Equality and Citizenship and DAPHNE.
By supporting non-governmental organizations/civil society organizations, the CERV program strengthens the rights and values common to all EU member states. Rights and values are based on the principles of pluralism, non-discrimination, tolerance, justice, solidarity and gender equality. By promoting civic and democratic participation, the program supports the development of open, democratic, equal and inclusive societies based on the rule of law. Companies that encourage citizens to be active citizens and enrich the diversity of the European Union based on shared values, history and experience.
The CERV program is managed by the European Executive Agency for Education and Culture (EACEA), which at the end of 2021 announced the first public tender for the selection of organizations capable of distributing funds and strengthening the capacity of non-governmental organizations in EU member states. The Slovenian-Croatian consortium consisting of the Center for Information, Cooperation and Development of Non-Governmental Organizations – CNVOS, Slagalica – Foundation for Local Community Development and Solidarna – Foundation for Human Rights and Solidarity successfully applied for this competition with the Impact4Values program.
The total value of the Impact4Values program is 4,250,000 euros, of which 2,350,000 euros will be awarded to non-governmental organizations through public tenders, while the other part will be used for strengthening organizations (training, mentoring), networking, program management, etc.
As part of Impact4Values, we will announce 3 public tenders and conduct 4 multi-day trainings for project holders and other associations, a series of online workshops, organize mentoring support and establish an online library of materials.

To support formal CSO networks and existing active informal CSO networks in their efforts to defend and promote the values of the European Union, and to provide extensive capacity-building support.

June 6, 2025:
The Impact4Values Steering Committee decided that all project proposals requesting funding between €58,800 and €60,000 meet the requirement of an appropriate requested funding amount.
Results:
A total of 14 applications were received under the Public Call for Supporting Civil Society Networks for the Protection and Promotion of European Values.
Of these, 5 did not meet the eligibility and administrative criteria and were therefore not forwarded for evaluation.
A total of 9 applications were evaluated: 3 under the programme result Strengthened advocacy/watchdog role of civil society, and 6 under the programme result, Increased promotion and public awareness of EU rights and fundamental values. 4 applications were selected for funding, and 2 were placed on the reserve list.

Public Call for Association Programmes and Thematic Resource Centres (pdf) – Amendment of June 20, 2025
Sections 3.3.1 and 4.1.1.3 were amended to include provisions confirming that applicants have no outstanding financial obligations toward the Slagalica Foundation or the Solidarna Foundation prior to signing the grant agreement.
Amendment of June 10, 2025
A sentence was added in Section 2.5.1 (page 12): “The requested grant amount must not be lower or higher than €60,000.”
The word “partner” was deleted from Section Personnel Costs (page 13).
The words “or partners” were deleted from Section 4.1 Contractual Obligations (page 23) in the sentence: “If, during project implementation, it is determined that the applicant or partners do not respect the fundamental rights and values of the European Union, the Contracting Authority may terminate the agreement.”

Information Session:

Group 1 – Idea Incubator:
Eight workshops (“Idea Incubators”) will be organized for potential applicants in Group 1, according to the published schedule.
Group 2 – Individual Consultations:
Individual online consultations will be available for approximately 10–15 organizations. Applications can be submitted HERE no later than June 10, 2025, or until all slots are filled.
Results
Group 2 – Thematic Resource Centres (September 16, 2025)
A total of 99 applications were submitted under the Call for Programmes and Thematic Resource Centres.
Of these, 14 applications did not meet eligibility and administrative criteria and were excluded from further evaluation.
A total of 85 applications were evaluated: 78 in Group 1 and 7 in Group 2.
Within Group 2, three applications from Croatia scored above the threshold of 70 points and were approved for funding.

Since four applications were planned to be supported within Group 2, the Call for Group 2 in Croatia will be reopened, and up to one additional application for thematic resource centres will be funded.
Group 1 (September 23, 2025)
Within the programme result Strengthened advocacy/watchdog role of civil society organizations, 8 applications were approved for funding;
7 applications were approved under the result Increased promotion and public awareness of EU rights and fundamental values;
and 4 applications under the result Increased civic engagement in environmental protection and climate change.
In total, 19 applications were approved for funding: 8 based in Zagreb, 2 in Rijeka, 3 in Split, 2 in Pula, and 1 each in Slavonski Brod, Osijek, Kastav, and Podravske Sesvete.
